Healthy Homes Standards: What Northland Property Owners Need to Know

Since 1 July 2025, all rental properties in New Zealand must comply with the Healthy Homes Standards. For Northland property owners and landlords, this means ensuring your rental properties meet minimum requirements for heating, insulation, ventilation, moisture management, and draught stopping. Non-compliance can result in penalties of up to $7,200 per tenancy.


The Five Standards

1. Heating

Landlords must provide one or more fixed heaters that can directly heat the main living room to at least 18 degrees Celsius. The heater must be an acceptable type (heat pump, wood burner, pellet burner, or fixed electric heater of sufficient capacity). Portable heaters, unflued gas heaters, and open fires do not meet the standard.

The required heating capacity is calculated based on the size of the living room, insulation levels, and climate zone. Northland falls in Climate Zone 1, which has the lowest heating requirement in New Zealand, but a correctly sized heat pump or wood burner is still typically needed for most living rooms.

2. Insulation

Ceiling and underfloor insulation must meet minimum R-values. For Northland (Zone 1):

Existing insulation that meets the 2008 standard (R 1.9 ceiling, R 0.9 underfloor) is acceptable if it was installed correctly and remains in reasonable condition. However, any new or replacement insulation must meet the higher values above.

3. Ventilation

Every habitable room must have at least one window or door that opens to the outside and can be fixed in the open position. Kitchens must have an extractor fan with a minimum diameter of 150mm that vents to the outside. Bathrooms must have an extractor fan that vents to the outside (not into the roof space).

4. Moisture Ingress and Drainage

The property must have efficient drainage for stormwater, surface water, and groundwater. Gutters and downpipes must be in good repair. Where there is an enclosed sub-floor space, a ground moisture barrier (polythene sheet) is required if the ground is damp.

5. Draught Stopping

All unreasonable gaps or holes in walls, ceilings, windows, floors, and doors that cause noticeable draughts must be blocked. This includes gaps around windows and doors, holes where pipes or cables penetrate walls, and gaps in flooring.


What Work Is Typically Needed in Northland Homes?

Based on our experience upgrading rental properties across Northland, the most common compliance work includes:

  • Heat pump installation (most common solution for the heating standard) - $3,000 to $5,000 installed
  • Ceiling insulation top-up or replacement - $1,500 to $4,000
  • Underfloor insulation installation - $2,000 to $5,000
  • Bathroom and kitchen extractor fans - $500 to $1,500 per fan
  • Ground moisture barrier installation - $1,500 to $3,000
  • Draught stopping (seals, weatherstrips, gap filling) - $500 to $2,000

Total compliance cost for a typical Northland rental that needs work across multiple standards ranges from $5,000 to $15,000.


Exemptions

Some properties are exempt from certain standards. Common exemptions include:

  • Properties where insulation cannot be practically installed (e.g., concrete slab floors, flat roofs with no ceiling cavity)
  • Heritage-listed buildings where compliance would damage heritage values
  • Properties undergoing major renovation (temporary exemption during works)

Exemptions must be documented and disclosed to tenants in the tenancy agreement.


Landlord Obligations

As a landlord, you must:

  • Ensure the property meets all five standards before a new tenancy begins
  • Include a signed compliance statement in the tenancy agreement
  • Maintain compliance throughout the tenancy
  • Keep records demonstrating compliance
  • Provide compliance information to tenants within 21 days if requested
